The Nevada State Library, Archives, and Public Records is seeking a Management Analyst 3 in Carson City. The incumbent will serve as Director of the Nevada Library Cooperative, a regional library consortium formed under the authority of NRS 379.147-149 and governed by the Board of Directors. The Cooperative contracts for fiscal and human resources services with the State of Nevada and the position is under the administrative chain of command of the Department of Administration, Nevada State Library, Archives and Public Records (NSLAPR) in Carson City. The incumbent will take direction from and report to the Board of Directors and coordinate with NSLAPR as the fiscal and human resource agent. The position is responsible for the efficient operations of a 16-member library consortium which shares an online catalog and additional products and services. Duties range from basic to advanced technical troubleshooting; providing consultation to members on products, services, local library operations, training and best practices; vendor relations; contract management; all aspects of implementing public meetings in accordance with Open Meeting Law; annual budget build, issuing invoices, monitoring member payments and organizational spending; and strategic plan advancement. To Qualify: In order to be qualified, you must meet the following requirements: Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience which included budgeting, accounting, and/or economic management analysis and projections; OR graduation from high school or equivalent education and five years of professional experience as described above; OR one year of experience as a Management Analyst II in Nevada State service; OR an equivalent combination of education and experience as described above.
